Rachel D. Graham serves as a Chief Executive Officer of the Baltimore Office for Promotion & The Arts, a cabinet-level, quasi-city government cultural organization that inspires and engages audiences and cultivates the city’s creative economy through the arts, events, and film industry. A veteran strategic communications and public relations professional with extensive experience in events marketing, hospitality, partnerships, policy, and community relations, Rachel formerly served as Director of External Relations for the Reginald F. Lewis Museum of Maryland African American History and Culture and Communications Director for Family League of Baltimore. She has advised or served in mayoral administrations in Philadelphia, Houston, New Orleans, and Baltimore and formerly managed marketing communications for the Greater Houston Partnership, the economic development organization for the 10-county Houston region. Rachel’s core skills include political, strategic organizational, and crisis communications; integrated communications campaigns; and culturally competent community engagement.
